Moreno's transfer, which is reportedly valued at £12 million, follows a medical and marks Liverpool's eighth signing of the summer.
Over the past three campaigns, the 22-year-old left-back has made a name for himself at Sevilla, with whom he won the Europa League last season. He earned 59 caps for the Spanish club during his time at the club and was subsequently included in Spain's provisional 30-man squad for the World Cup.
However, at Liverpool, he'll be in tough for playing time as the club already possess two quality left-backs in José Enrique and Jon Flanagan.
"I spoke with Xabi Alonso, Pepe Reina and Alvaro Arbeloa and they told me this is a spectacular club whose fans follow it in a very special way," Moreno told Liverpool's official website.
"They all told me I can grow a lot here as a footballer as this is a massive club. I'm very happy to be joining a club as big as Liverpool. I hope to give my best and do all I can to help.
