Garcia, ranked No. 3 among welterweights by ESPN, won the WBC's 147-pound title in his last fight with a unanimous decision victory over Mario Barrios. The 27-year-old Californian owns a professional record of 25 wins, two losses, and one no-contest.
Benn, ESPN's No. 4-ranked middleweight, is moving down in weight to compete in the welterweight contest.
The 29-year-old Englishman avenged the only loss of his career last November by defeating Chris Eubank Jr. Benn followed up that victory with a unanimous decision win over Regis Prograis in April.
