The NBA Board of Governors announced the approval of proposed changes to instant replay protocol, in addition to various other rule changes on Thursday.
The changes are summarized below:
Instant Replay
- Officials can only conduct video review in the final two minutes of regulation and overtime. Previously, officials could consult review at any time during overtime.
- Officials can consult video review if they are uncertain of awarding possession on an out of bounds during the time stipulations outlined in (1).
- Officials can review any foul as a flagrant, regardless of the call made on the floor.
- Officials can review any clear path foul, regardless of the call made on the floor.
- Officials may review off-ball fouls (both offensive and defensive) at the time of a successful shot.
- Officials may review when a team had an improper number of players on the court while the ball was in play.
Rule Changes
- If a team is deemed to have too many players on the court while the ball is in play, the offending team would be charged with an unsportsmanlike technical foul and lose possession.
- Teams may freely substitute players during timeouts.
- Shot clock will no longer reset to five seconds when the defense cause a held ball.
The proposed rule changes and alterations to instant replay will be put into effect on Oct. 17.
