The Toronto Raptors remain in limbo as the NBA progresses toward a targeted July 31 return.

Some Raptors players, including Kyle Lowry, returned to the United States during the league's hiatus, and the Canadian government issued a mandatory 14-day quarantine period for anyone entering the country.

The defending champions are still working out the details of their training camp with teams set to arrive in Orlando around July 7.

"We haven't really made a final decision on it on a date to reconvene, or where we're going, or any of that kind of stuff yet," Raptors head coach Nick Nurse told reporters Tuesday, according to Tim Reynolds of The Associated Press. "We've made plans on both sides of the border, just for doing it as safe as possible. It's kind of our first and foremost priority - then maybe as quickly as possible, too."

The Raptors were reportedly among four clubs that asked the league for permission to report straight to the campus environment in Florida for training camp due to COVID-19 restrictions.

Acting U.S. Secretary of Homeland Security Chad Wolf signed in May an order that exempted professional athletes from rules that would otherwise prevent them from entering the country.

"We still don't quite have all the information, but that's getting closer," Nurse said. "Day by day, it gets closer, and then we'll make a final decision. We'll have to do a lot of things, as you guys might guess.

"We'll have to do some testing right away. Before we make any moves, we'll have to get a lot of things in place."
