The NBA's last-two-minute report for Tuesday's games ruled Portland Trail Blazers center Hassan Whiteside should have been assessed an offensive foul for an illegal screen on Toronto Raptors forward Rondae Hollis-Jefferson with 40 seconds remaining.

Whiteside's screen came at a crucial moment, creating enough separation between Hollis-Jefferson and Damian Lillard to allow the Blazers guard to bury a long 3-pointer that tied the game at 99-99.

After the Raptors failed to retake the lead on the following possession, Carmelo Anthony secured the road victory for the Trail Blazers by converting a pull-up jumper with 3.3 seconds remaining.

With the win, the Blazers stayed tied for ninth in the West at 16-22. They currently trail the San Antonio Spurs by a half-game for the conference's final playoff spot.

Toronto, meanwhile, fell to 24-13 but remains fourth in the Eastern Conference.
