Facey, 20, spent last season on loan with New York City FC in Major League Soccer. He made his debut early in 2015 as a substitute against the New England Revolution, but failed to establish himself as a starter for the team.
After his original deal was meant to go until June, Facey extended his loan spell until the end of the 2015 MLS season.
Facey joins a Rotherham side fighting to survive relegation; the Millers currently sit in 21st place, one spot out of the relegation zone.
