O'Connel (coach's decision) is inactive but will serve as the Raiders' emergency third quarterback against the Patriots on Sunday.
Analysis:Just like the previous week, O'Connell will only be allowed to take the field in the Week 5 contest if both Kirk Cousins and Fernando Mendoza are forced to leave the game due to injury, illness or ejection.
