Phillips quit the UCLA team in December due to concussions he suffered during the 2018 season. The Redlands, Calif., native posted 4.5 sacks in 10 career games split between two seasons with the Bruins.
Phillips was the No. 3 overall prospect in the 2017 recruiting class behind only Tennessee offensive tackle Trey Smith and Georgia offensive tackle Isaiah Wilson.
