The PGA Tour isn't the only circuit to assess a slow-play penalty this week.
The European Tour did the same Saturday at the China Open, slapping Soomin Lee with a one-stroke penalty for a bad time during his round.
After two warnings for slow play, European Tour chief referee John Paramor approached Lee at the 14th hole, informing him he incurred a third poor time, resulting in a one-stroke penalty.
Paramor is the same official who put Tiger Woods and Padraig Harrington on the clock at the 2009 WGC-Bridgestone Invitational, and gave Guan Tianlang a penalty at the 2014 Masters for being out of position.
Paul Lawrie, the 1999 Open winner, took to Twitter to state the punishment should occur more often.
