Ryan has been tearing through top-ranked opponents like Hercules with his 12 labors. After toppling the Denver Broncos on the road, the Falcons fell just short in another road matchup against the Seattle Seahawks. He'll finally return home to face a Chargers team allowing the 11th-most fantasy points to quarterbacks. Ryan will post his points with or without WR Julio Jones.
Carr and Cousins come with the lowest salaries, but they each have a matchup likely to contain a lot of scoring. Neither the Jaguars nor Lions have posed any threat to fantasy-QB scoring. Their respective upsides aren't quite as high as those above them but the savings can be put to use elsewhere.

Taylor has found a connection with recently-signed WR Justin Hunter. The two have combined for a score in each of the Bills' past two games, with Hunter representing Taylor's best option while in the opponent's half of the field. He has added 20-plus yards on the ground in each of his past five games.
Siemian and Bradford have matchups which are more favorable than they first appear based on average points against, but neither represents significant upside against even the most favorable opponent. Touchdown upside is likely capped at two scores, with a 300-yard game likely well out of reach.

Rodgers' struggles have been overblown, but he is once again the most-expensive quarterback with a plush home matchup. The upside just hasn't been there, and he can't be counted on until the Packers' offense returns to their typically elite status. Much of the same goes for Palmer. He has thrown just two touchdowns in his last three games, topping out at 288 yards.
Minimum-salary quarterbacks can be alluring in daily fantasy tournaments, but the trio of Jones, Wentz and Osweiler all face with tough matchups which further caps already bleak outlooks.
