Enrique Ortego from Spanish publication Marca reports that the transfer will cost Atletico €16 million, which converts to roughly £11.1 million.
The transfer occurs almost a year to the day after Atletico accepted Chelsea's reported £15.8-million offer for the left-back.
Atletico Madrid president Enrique Cerezo confirmed the two teams were in the process of negotiating a fee to reunite Luis with his former team last week, but was hesitant to say whether he was optimistic about the direction of the meetings with the defending Premier League champions.
