Toronto FC are in talks to sign Norwich City's Josh Sargent after submitting an official $18-million offer for the American striker, transfer insider Fabrizio Romano reports.

Norwich head coach Philippe Clement said after his team's 5-1 FA Cup win over Walsall on Sunday that Sargent refused to play because of "transfer things in his head."

"It is something we need to speak about inside the club, but the club has made it really clear to Josh and his agent that he will not be leaving during this transfer window," Clement added, according to The Associated Press.

Should a deal go through, Sargent would become the most expensive incoming transfer in Toronto FC's history. The record arrival to Major League Soccer is understood to be Son Heung-min. The South Korean attacker moved from Tottenham Hotspur to Los Angeles FC for a reported $26.5-million fee in August.

Missouri native Sargent has scored seven goals over 23 appearances in England's second tier this season. His best haul in the Championship occurred in the 2023-24 campaign, when he amassed 16 goals. He represented Norwich in the Premier League four seasons ago and previously suited up for Werder Bremen in Germany.

The 25-year-old has earned 29 caps for the United States men's national team, scoring five goals, but featured in just two matches in 2025. As Mauricio Pochettino prepares his squad for this summer's World Cup, he's opted for Folarin Balogun and Haji Wright in the No. 9 slot for recent friendlies.

Toronto FC's top scorer in MLS last season was Theo Corbeanu with six goals. The Canadian side finished 12th in the 15-team Eastern Conference, scoring 37 goals in 34 matches.
