The agreement, which brings an end to Zaza's disappointing loan spell at West Ham, includes an option to make the move permanent, the Spanish side announced.
Financial details of the agreement were not disclosed, but reports suggest Valencia will pay a €2-million loan fee, according to Paul Vinnell of Sky Sports.
Valencia also has a €16-million option to buy the Italian international in a deal that could rise a further €1.75M if Zaza makes 10 or more appearances and if Valencia avoids relegation.
Zaza, 25, will be officially unveiled Monday.
The move brings an end to Zaza's frustrating spell in England, where he was held scoreless during 11 appearances in all competitions.
He last played for the Hammers on Nov. 30 when West Ham officials decided to part ways.
