NFL report on Dolphins' bullying scandal to come after Super Bowl
On Tuesday the Miami Dolphins held a press conference to introduce new general manager Dennis Hickey. At the same time Dolphins owner Stephen Ross indicated that the long awaited report on the Jonathan Martin-Richie Incognito bullying scandal should be coming soon.
Stephen Ross says the NFL scandal report will be released AFTER the SB and has an idea of what's in it.

While Ross has yet to see the report, he won't be caught off guard by what it contains.
Stephen Ross on NFL report: "I have an idea what will be in it. I've been in communication with the NFL. I've spoken to Ted Wells."

Ross on NFL rept: "When it comes out we'll do what has to be done. In my mind I already know what direction we're going. Stay tuned."

Ross also spoke about the chances of either Martin or Incognito returning to the Dolphins in the future.
"I don't believe so," he said when asked if they could be back on the team, via the Miami Herald. Although Ross then quickly altered his message.
"Well, I can't say that. I retract that statement so therefore I can't say that. I never said that," Ross said. "One is a free agent by the way and the other is on our roster, we claim right to him."
Incognito is the free agent and all but assured to sign elsewhere in the offseason. Martin remains on Miami's roster and Ross' reason for back tracking seems obvious. The Dolphins would like to be able to trade Martin, however, if they come right out and say he will never play for the team again they would lose a lot of potential leverage in negotiations.
