"It was an error of judgement rather than an intention to be racist or cause offence and James has apologised for his actions," a statement from fifth-tier Tranmere read, which also supported anti-racism charity Kick It Out's criticism of its striker.
Norwood added: "I would like to apologise for any offence I have caused, it was certainly not intentional."
The 26-year-old had previously responded to one offended party on Twitter by responding, as reported by Davis: "What's racist about it, pal? Seen plenty of kamara, Mr. T and a couple of Hollywood films do it."
Norwood, who has additionally turned out for Eastbourne, Exeter City, and Forest Green Rovers, was banned from the road for 19 months after being charged with drunk driving while representing the latter in 2012.
Kick It Out had earlier told The Sun's Fred Nathan: "Although it is likely it was a well-intended fancy dress for a Christmas party, it is ill-thought-out and something that is out-of-date in today's modern world.
"Even well-intended acts may cause offence and that's something players have to appreciate and consider."
