Report: NFL could make personal fouls reviewable in 2015

The NFL's increased focus on player safety over the past few seasons has led to controversy surrounding the sometimes excessive enforcement of personal-foul penalties.

According to NFL Network's Ian Rapoport, a league-wide rule change could be in the works to address the difficulties in determining what is and isn't a personal foul in a live game situation.

The proposed change could limit the countless examples of players wrongfully penalized for what appeared to be helmet-to-helmet hits.

The additional time required to review such plays is a concern, but Rapoport indicates the calls would only be reviewable as part of the regular coach's challenges allotted to each team.
