Rivers is unranked on the ESPN 300, but still received a four-star rating from the network, and was sought after by notable programs such as Clemson, West Virginia, and North Carolina.
The 6-foot-2, 226-pounder out of Stephens City, Va., is the fifth four-star prospect to join the Hokies' 2017 class. He had been committed to the Nittany Lions since November 2015.
