The Yankees signed Bailey to an incentive-laden minor league contract in February with the two-time All-Star fully expecting to pitch after coming off season-ending shoulder surgery a year before.
Bailey, who won the American League Rookie of the Year award in 2009, has been limited to 44 innings since 2012.
