Analysis:

Vernon has become a valuable pass rusher and the Dolphins don't want to risk losing him. If the team puts the franchise tag on him, that would guarantee Vernon $15.7 million next season whereas the transition tag would cost $12.7 million. The Dolphins could also choose to let him test his value on the open market before making a contract offer, which would be dangerous as Vernon may be able to get a bigger deal than the Dolphins want to pay.
