Report: NFL concludes Dolphins didn't tamper when signing Ndamukong Suh

The NFL has determined the Miami Dolphins did not violate tampering rules by agreeing to a contract with free-agent defensive tackle Ndamukong Suh before the designated negotiating time period opened.

The league confirmed the news to the Miami Herald on Tuesday.

Suh officially agreed to a six-year, $114-million contract March 11, but the exact terms of the deal were reported by ESPN three days prior. This led to speculation about whether the Dolphins illegally negotiated with Suh.

The NFL investigated the Dolphins and other suspected tamperers and all 32 teams' phone records were ordered to be kept for league review.

The Detroit Lions did not pursue tampering charges in March despite initial concerns that they would.

Dolphins owner Stephen Ross denied any wrongdoing immediately and appeared confident that no violations would be found.

"I'm confident of that," Ross said the day Suh signed. "I certainly wanted to talk to (Suh) but I knew I couldn't, and we didn't. We don't think that we did anything wrong."
