Report: NFL believes Ravens knowingly broke non-contact rules

The NFL believes the Baltimore Ravens intentionally disregarded rules disallowing contact during the team's rookie minicamp, according to ESPN's Adam Schefter.

If found guilty, the Ravens could face disciplinary action from the NFL.

Under the provisions of the collective bargaining agreement, the use of full pads is prohibited until training camp begins.

A team official admitted last week there was a five-minute period during the Ravens' minicamp in which rookies wore full pads for a punt-protection drill on May 6. The team insisted it didn't know the CBA provision applies to the minicamp, believing the rule was only enacted for organized team activities.

An investigation will only begin if a player reports the violation to the NFL or NFLPA. A Ravens official said all activity could be verified since the practices are taped.
