Barcelona introduced the Turkish midfielder as their newest signing after agreeing to a deal with Atletico Madrid worth €34 million.
The transfer fee could rise by €7 million if certain performance bonuses are achieved, the team announced.
The deal is accompanied by a clause which gives Barca the option of selling Turan back to Atletico by July 20 for a fixed fee.
The clause is based on the club's upcoming presidential election, which takes place July 18, to allow the team's impending president the option to sell the 28-year-old back to Atletico if Turan doesn't fit his blueprint for the team.
If they decide to retain him, Turan's debut with the Catalans, however, will have to wait until January when the FIFA imposed transfer ban concludes, meaning Turan will have the next six months off before he's eligible to suit-up for the Catalan giants.
Lots asking about Barcelona's transfer ban: formally, the ban is on registering a player, so they can buy now but no play until Jan.

The transfer ends Turan's four-year spell with Atletico following his transfer from Galatasaray in 2011.
These have been four unforgettable years.

Turan's arrival coincided with the team's return to prominence as he played an integral role in Atletico's La Liga-winning campaign in 2014, and helped guide them to the Champions League final in the same season, where they fell to city rivals Real Madrid.
