Analysis:
The 25-year-old has struggled this season in his time between High-A, Double-A, Triple-A and the majors. In just five innings with the Phillies, Stumpf had a 10.80 ERA and 2.20 WHIP with only two strikeouts. He was recently activated by the Phillies from an 80-game PED suspension after he was a Rule 5 selection by the Phillies during the offseason. He must now be offered back to the Royals.
