Belarus will not take part in next year's world juniors after losing a best-of-three relegation series versus Denmark.
Denmark won Game 1 by a 5-4 score, then took Thursday's contest with a 3-2 shootout victory.
Belarus was bumped to the relegation round after it went winless through four round-robin contests, getting outscored 20-10.
In place of Belarus, Kazakhstan has qualified for the 2019 World Junior Hockey Championship, to be held in Vancouver and Victoria, British Columbia. Kazakhstan claimed the top spot in the Division IA tournament in December.
