Fisher, the 34th-ranked prospect on the ESPN 100, recently decommitted from UNLV.
It's a significant get for new head coach Jamie Dixon, who snags his first significant recruit while in charge of TCU. He was aided by former Rebels assistant coach Ryan Miller, who recruited Fisher and is now on Dixon's staff.
A highly coveted recruit, Fisher passed on offers from Indiana, Memphis, and Baylor to join the Horned Frogs.
