Sepp Blatter says World Cup corruption report will remain secret

Contrary to what ethics prosecutor Michael Garcia requested earlier in the week, FIFA president Sepp Blatter says the report on the 2018/2022 World Cup bidding process will remain a secret.
Garcia hoped the executive committee would "authorize the appropriate publication" of his report, but Blatter says no member of the committee requested publication.
Meanwhile various board members, including FIFA vice presidents Jeffrey Webb, Prince Ali of Jordan and Jim Boyce, have come out publicly and asked that the report be released.
Blatter's reasoning seems to be that members in favour of publication were not on the board when Russia and Qatar were awarded the World Cup in 2018 and 2022, respectively.
