Azzaoui, a Belgian junior international who can play on the wing as well and in the middle of the pitch, joined Tottenham's under-21 side from Anderlecht last season but never got a chance to feature for the Premier League club's first team.
"We have been carefully observing the sporting development of Ismail Azzaoui for quite some time," said Klaus Allofs, Wolfsburg's director of sport.
"He is a young player with the potential to make the breakthrough into professional football in the not so distant future. In the coming weeks, we will ascertain an exact and extensive picture of his current performance status and then decide which team he will initially play in."
At Wolfsburg, Azzaoui will wear No. 38.
