Despite Harbaugh's optimism, Flacco will likely be absent or limited for the start of training camp, having undergone surgery Dec. 8 to repair a torn ACL. Teammates Steve Smith (Achilles), Breshad Perriman (knee) and Crockett Gillmore (shoulder) are also recovering from significant injuries, but the Ravens are hopeful to have everyone available by Week 1.
