Brown has played a minimal role in the Raiders' offense since returning from a hamstring injury last month, catching nine passes on 17 targets for 96 yards in his last five games. With two straight missed practices to begin the week, Brown appears headed for the inactive list Sunday. His absence could create a few more opportunities for Brice Butler.
