The Raiders limited Carr's reps in practice Wednesday, but his return to a full workload Thursday effectively eliminates any doubt as to his availability for Week 16. Carr completed just 48.2 percent of his passes against Kansas City last week, his second-worst mark of the season, and he'll face a Bills defense Sunday that is coming off a dominant showing against Aaron Rodgers and the Packers.
