Analysis:

Coach Jeff Fisher has said the starting job is Hill's whenever he gets healthy, and Hill was nearly able to start in Week 3. Austin Davis has played well in Hill's absence, but Fisher has been unwavering in his support of Hill. Unless something changes, Hill should be the quarterback against Philadelphia.
