Report: Ravens withdraw instant replay proposal

The Baltimore Ravens have withdrawn their proposal to change instant replay rules they were slated to formally present to NFL owners next week, NFL.com's Judy Battista reports.

Under the Ravens' proposal, instant replay would be flipped from a list of about two dozen plays that are reviewable to a limited list of plays that are not. Judgement calls like holding and pass interference would remain not reviewable, but illegal hits to defenseless players would become reviewable under the Ravens' proposal.

The NFL's competition committee is expected to present its own instant replay proposal to owners, one that is said to be much more limited than the Ravens' proposal. If approved, the competition committee's proposal will permit on-field officials to communicate electronically with NFL officials during replay reviews.

For any change to the NFL's instant replay rules to pass, at least 24 of the 32 owners must vote in favor of it.

The owners are scheduled to meet Tuesday in Charlotte.
