The boyhood Chelsea supporter has signed a five-year deal with the reigning English champions.
Although the fee is undisclosed, earlier reports suggested the transfer is worth £4 million.
Hector began his career in Millwall's youth system, before moving to Reading in 2009. After a wealth a loan spells away from the Madejski Stadium, he managed to force his way into first team recognition last season and produced performances that attracted the likes of Crystal Palace, among others.
Hector has appeared in four of five Championship games for the Royals so far this season, and will hope to be in the matchday squad for the home game against Ipswich Town on Sept. 11.
