The Algeria international, who joins West Ham on a free transfer after his contract with Valencia expires, is expected to arrive in London on July 1.
"I am very happy to sign for the Hammers and for Slaven Bilic," Feghouli told the team's website. "The history of the Club is important for me in my decision.
"Playing in the Premier League is very important for players in their careers and I am happy to play for the Hammers."
After joining Valencia from French outfit Grenoble in 2010, Feghouli featured regularly in La Liga and managed to find the back of the net 43 times in 243 appearances.
Feghouli becomes the second signing at West Ham after the east London side secured Havard Nordtveit's services from Borussia Monchengladbach last month.
