FA charges Chelsea, Tottenham, Dembele for London derby behaviour

Tottenham and Chelsea have been charged with three breaches of conduct in failing to control players by the English Football Association (FA) for their behaviour in Monday's London derby match.

Spurs midfielder Mousa Dembele also earned specific punishment for scratching at Diego Costa's eye in the 45th minute of play, with the FA outlining that a standard three-game ban for violent conduct might be "insufficient" for the incident.

Dembele has until May 5 to appeal his charge while the two clubs have been given a May 9 deadline to appeal their charges, too. All three parties could be slated for punishment based on the FA's video-review panel:

Off the ball incidents which are not seen at the time by the match officials are referred to a panel of three former elite referees.

Each referee panel member will review the video footage independently of one another to determine whether they consider it a sending-off offence. For retrospective action to be taken, and an FA charge to follow, the decision of the panel must be unanimous.

The FA recently banned Tottenham midfielder Dele Alli for three matches after the English international aimed a punch at Claudio Yacob during a 1-1 draw with West Brom, an incident the referee did not see.

Monday's match ended with referee Mark Clattenburg handing out nine yellow cards to Tottenham and three to Chelsea, with Spurs committing 20 fouls to the Blues' nine.
