The Blue Bombers evened the score when Maurice Leggett returned a 48-yard missed field goal for a touchdown. They then pulled ahead on a nine-yard field goal from Lirim Hajrullahu.
Ottawa reclaimed the lead in the second quarter on a 53-yard touchdown run by Williams.
The RedBlacks couldn't hold the edge, however, as Robert Marve scored on a one-yard touchdown run near the middle of the second frame.
The lead continued to change hands before the half with Ottawa jumping ahead, 21-17, on a five-yard touchdown pass from Danny O'Brien to Khalil Paden.
This time Ottawa built on its advantage rather than give it up, as Burris scored on a one-yard touchdown run right before intermission.
In the early stages of the second half Brett Maher pushed Ottawa even further ahead with a 25-yard field goal, which was answered by a 22-yarder from Hajrullahu.
The RedBlacks continued to light it up, with a two-yard touchdown run from Williams along with a single from Maher, who also split the uprights for a 31- yard field goal early in the fourth quarter.
